I don't see any movement on the meter.

You need to determine which side of the piping has the leak, using the water tank as a reference point. First, close the valve that supplies water to the tank. Then, shut off the water meter as well. After 15 minutes, open only the water meter and check if the meter's pointer moves, or if it's a digital meter, whether the last digit changes.
