If the water tank has water and the booster pump is working properly, there's a leak in the piping downstream of the pump. While the post-pump piping forms one continuous system, you can't inspect the entire network at once, so it's helpful to divide it into sections. Check whether there are any valves or shut-off valves on the property that can help isolate different areas.
