Then there's a leak somewhere in the piping between the main meter and the end faucet. The entire system from the main meter to the final faucet can be considered as one continuous pipe. It would be good to be able to divide the area because you can't inspect the whole thing at once. It is important to check if there is isolation valves or a shut-off valves on the premises.
